Baghdad is not sending Peshmerga salary: secretary general

<p style="text-align: left;">Secretary-General of the Ministry of Peshmerga Affairs Jabar Yawar claimed on Saturday, August 24, that Baghdad has not been sending budget transfers sufficient to pay the salaries of the Kurdistan Region's Peshmerga.

According to Yawar, the ministry has sent four letters to Baghdad and answered all questions posed by officials in Baghdad, including by providing the bank account information for where to deposit the cash.

Yawar said that the federal government has not yet asked for a list of the names of the Peshmerga who are on the payroll, NRT reported.

According to the 2019 Federal Budget Law, the federal government is required to send 68 billion IQD to the Peshmerga per month.

Member of the Council of Representatives Bakhtiar Shaways said that the delay in the salary was the result of the ongoing disagreement between Baghdad and Erbil over oil transfers. Under the law, the Kurdistan Region must send 250,000 barrels of oil every day to Baghdad for export, but has so far failed to do so.

As a result, Baghdad has only been sending money to pay salaries of employees of the Kurdistan Regional Government, rather than the Region's full share of 12.67 percent of the total budget.

In April, Prime Minister Adil Abdul Mahdi ordered that the federal finance ministry send funds to Erbil in order to ensure that the Peshmerga are paid.

Preparations are starting for the 2020 budget process and the share allocated to Kurdistan Regions has not yet been determined.
