In a document sent to the governor of Duhok, KRG Interior Minister Rebar Ahmad signed off on the expenditure, an unusual disbursement of funds for the security-oriented ministry, NRT reported.
The money came from the 2019 budget of the finance ministry, but passed through the interior ministry.
While the KRG sets aside money to spend on the arts, as do most governments, those disbursements usually come from the Ministry of Youth and Culture.
