Emphasizing the complete disarmament of the PKK and the monitoring mechanism

Türkiye Service - The draft of the joint report of the Commission on "National Solidarity, Fraternity and Democracy" was revised after intensive meetings; In the new version, the complete disarmament and liquidation of the PKK is introduced as the threshold that determines the process, and the formulation of a special law and the creation of a monitoring and reporting mechanism within the executive branch are emphasized.

According to Kordpress, the draft of the joint report of the "National Solidarity, Fraternity and Democracy" commission, which is known in public opinion as the "Turkey without terror" commission, was revised after intense negotiations yesterday. Work on the final text of this report is still ongoing and is expected to be published as an official process framework once completed.

In this context, Numan Kurtolmoş, Speaker of the Turkish Parliament (TBMM) and Chairman of the Commission, met separately yesterday with the report drafting team as well as the representatives of the parties that are present in the Commission but do not have a parliamentary faction. After these consultations, amendments were made to the draft that had been reflected in the media.

According to the revised version, an introduction by the speaker of the parliament will be included at the beginning of the report. This report includes sections about the commission's activities, its basic goals, The historical achievements of the Turkish and Kurdish brotherhood, the areas of consensus among the people heard in the commission, the issue of dissolving the PKK and laying down weapons, legal proposals related to the process, proposals related to democratization, and finally summing up and evaluating.

In the section related to legal proposals, it is emphasized that the most important and decisive stage of the process is the official approval of the complete disarmament and dissolution of the organization by the government's security institutions. The text of the report states that the most critical threshold of the process is to identify and confirm that the organization has laid down its weapons and dissolved itself with all its elements. The safe and accurate completion of this process will not only mean the declaration of the end of the armed threat, but the starting point for the implementation of the legal and political framework appropriate to the new situation.

In the report, it is stated that the identification and verification mechanism should work in coordination between related institutions and based on objective, measurable, transparent and monitorable criteria. Also, there is a general understanding among the parties about the necessity of making legal reforms to manage the process of liquidation and delivery of weapons.

One of the important axes of the report is to create a mechanism within the executive branch to monitor and report on the process. The text states that a mechanism should be established to monitor and report the process in which the members of the organization are placed.

At the end of the report, it is emphasized that within the framework of the powers given to the executive branch by law, coordination between government institutions should be guaranteed so that this process can be managed effectively and coherently.
