Council member Kaka Rash Sadiq, who was elected on the Brotherhood List, told NRT Digital Media that al-Jabouri had told him several times the provincial council has broken down and, therefore, the federal government and its ministries should work with the executive instead, in order to advance the development in the province.
“We have not received any written document about that, but Rakan al-Jabouri has told me several times in the last six months that the council had broken down,” he said.
The former head of the Council Rebwar Talabani fled the city in October 2017, leading to a breakdown of the Council's work.
On April 9, the Council held its first session since that time, but only half of the members were present. It is now chaired by Jamal Mawlud.
