According to state media outlet SANA, FATF's purpose is to combat money laundering and terrorism financing. It publishes the list on an annual basis, NRT reported.
Akhbar newspaper, which is close to the Syrian government, said that most of those on the list are Syrians, but also includes Saudis, Lebanese, Kuwaitis, and others.
Other than Barzani and Erdogan, head of the International Union of Islamic Scholars Yusuf al-Qaradawi were also included.
The report offered no evidence that Barzani has committed any terrorist offenses.
