The Atlantic Council considers the Kurds and the Syrian Democratic Forces as the biggest losers in possible withdrawal of US troops from northeastern Syria, and emphasizes that they will face serious challenges with the withdrawal of US troops, the most important of which is Turkey.

The think tank notes that all actors in Syria, including Russia, Turkey and the Syrian government, will be happy with the exit, and that the Kurds will have very limited choices.
