Noting that it is difficult for Erbil and Baghdad to reach an agreement about the budget and other outstanding issues, Abdullah Aliawai told NRT that the federal government needs to implement the constitution in order for there to be the kind of national dialogue that Iraqi Prime Minister Kadhimi has urged.
“The federal government is very weak. Kadhimi cannot govern Iraq and there are others who control him,” he said.
He said that the Kurdistan Region President Nechirvan Barzani and Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani will go to Baghdad when the final agreement is reached, which has not yet happened.
