The highway was destroyed in October, last year when the Iraqi army clashed with the Peshmerga forces over some political disputes.
A Kurdish delegation on Saturday visited Baghdad for talks on the issue.
However, the two governments are expected to make a joint statement on the agreement on Sunday evening, BasNews reported.
The destroyed bridge on the road is expected to be rebuilt soon and a custom point is also said to be built.
