According to Shafaq News, Mahma Khalil said in this regard that PKK forces have formally left Shingal. But in fact, this has not happened, and this is still an obstacle to the implementation of the Shingal agreement between the Iraqi government and the Kurdistan Region.
Khalil stressed: "As long as the PKK forces do not leave the city of Shingal and all its subordinate areas until the administrative situation in the region normalizes and the legal departments do not resume their duties, virtually none of the steps of the Shingal agreement will be implemented.
It is worth mentioning that the terrorist group ISIS occupied the city of Shingal in 2014 and its majority of Yazidis were massacred or taken prisoners. The city was liberated from ISIS in 2015 by Peshmerga forces from the Kurdistan Region.
Following the referendum on the independence of Kurdistan in September 2017, the Iraqi army took the control of the city with the support of the Popular Mobilization Forces or Hashid al-Shaabi.
