The state-run Anadolu agency cited the Ankara prosecutor’s office as saying the 17 were accused of seeking to stir street protests to oppose the Afrin operation.
HDP co-leader Serpil Kemalbay was among them, it said.
The party was scheduled to hold its annual congress in Ankara on Sunday, February 11.
Parliament’s second-largest opposition party, HDP is the only party to oppose the Turkish “Operation Olive Branch” against the Kurdish forces in Afrin.
Some 600 people have been detained for protests or for social media posts against the operation so far.
