The main demands of the Kurds from the Islamic State

According to Kurdpress, Elham Ahmed, the co-head of the Foreign Relations Department of the Autonomous Administration of North and East Syria, on the sidelines of the 2026 Munich Security Summit, called for explicit guarantees to be included in the Turkish Constitution to stabilize the recent agreements between the Kurds and Damascus and prevent the return of conflicts in Syria.

In an interview with "Amargi" magazine, he emphasized that any political agreement without the support of the constitution and the supervision of international guarantors will be subject to collapse again.

Elham Ahmad described the presence of the joint delegation of Kurds and representatives of the Syrian government in the Munich meeting as a "positive development" and said that for the first time the two sides have appeared in a common framework at such a level. According to him, Syria is a common country among all components and the Kurds are an inseparable part of it.

The necessity of changing the governance structure

Elham Ahmad clarified that the unilateral administration of the country cannot restore stability and development to Syria. According to him, Syria needs a transformation in the way of governance and drafting a new constitution so that all citizens see themselves as partners not only in the form of "representation", but in the decision-making process and building the country's future.

He emphasized that without such a structural revision, it will not be possible to return to stable stability.

Kurds' assessment of the January agreements

Elham Ahmad said that the announcement of the new agreement initially caused serious concern among the Kurdish community because its contents were not clear to the public. However, in the current situation, it considers its implementation "necessary"; However, it does not satisfy all the demands of the Kurds.

The fate of YPJ in the new structure of Syria

Elham Ahmad said about the future status of the women's defense units that the negotiations with Damascus are ongoing and the final decision has not been made yet.

He emphasized that the participation of women in all fields - from politics and internal security to public services and defense - is the red line of the self-governing administration. According to him, even if the forms and mechanisms change, the principle of the presence and role of women and youth in the future political and security structure of Syria will be preserved.

In the end, Elham Ahmad emphasized that lasting stability in Syria is possible only if the rights of all components, especially the Kurds, are guaranteed in a clear, legal and constitutional framework, and the implementation of agreements is monitored by specific and reliable mechanisms; Otherwise, the risk of return of conflicts will remain.
