Air attacks and strategic movements of the international coalition between 2017 and 2020, which included 1,846 attacks in different Iraqi provinces, caused a gradual decrease in the operational capacity of this group; Especially after 2021, until 2025, the level of ISIS activities reached its lowest level.

In Syria, ISIS has carried out a total of 416 operations during 2024 and 2025; However, there is a significant decrease from 288 operations in 2024 to only 128 operations in 2025. This decreasing trend shows the weakening of ISIS capabilities in Syria; A situation that is very similar to the situation of this group in Iraq and is the result of severe security and military pressures in both countries.

Overall, the data shows that ISIS now operates in a very limited framework and is only present in some northern and eastern regions. Air attacks and direct military operations have severely limited the movements of this group and pushed its activities to specific and scattered areas.
