According to Kordpress, Farhad Etrushi announced in a statement that before Tuesday's meeting, the Parliament's Presidium held several meetings and reached an agreement on the items on the agenda. including voting on amending the internal regulations to merge several committees, determining their names, duties and specialties and holding a public dialogue.
However, according to him, unfortunately, another item was added to the agenda without prior agreement.
He added: Raising such an issue in this context and speeding up voting on sensitive government positions, including the head of the army staff, creates serious doubts for us and other groups and partners of the political process.
Etrushi clarified: "What happened today is a clear violation of the constitution and the internal regulation, and it means a violation of national participation, balance and political consensus, and it is not acceptable. In our opinion, this vote has no legal or executive effect and we will follow all legal ways, including going to the judicial system.
In this regard, Shahwan Abdullah, the head of the faction of the Kurdistan Democratic Party in the Iraqi Parliament, announced in a press conference that what happened is a "very bad start" to pass the clauses that some parties want.
He said: "We know that Shiites are the majority in the parliament, and as Arabs, the Arabs are also the majority, but there is a principle of the constitution that should not be violated, and that is the principle of agreement in issuing the decisions of the parliament."
These statements are made while the Iraqi parliament voted to appoint Ammar Musa as the mayor of Baghdad and Abdul Amir Yarallah as the chief of staff of the Iraqi army. An action that was accompanied by the dissatisfaction of the Kurdish parties.
The post of Chief of Staff of the Iraqi Army is considered the share of the Kurds, and from 2003 to 2015, Babkar Zeibari was in charge of this position, but in 2015, Haider al-Abadi, the Prime Minister of Iraq at the time, retired him.
In 2017, the Iraqi Disciplinary Board issued an arrest warrant for Babker Zibari.
After Zibari's retirement, Osman Ghanmi was appointed acting Chief of Staff of the Army and remained in this position until 2020.
On June 7, 2020, Abdul Amir Yarallah was appointed as the Chief of Staff of the Iraqi Army, and there were rumors about his retirement during the past years, but the vote of confidence by the Parliament is considered to mean his continued activity in this position.
