He said: "What happened at Rashid Hotel was a violation of agreements and we rejected it."
The Minister of Interior added: "We formed a joint committee to administer Kirkuk, but it was not implemented."
He emphasized: "Kirkuk administration should represent all ethnicities and movements."
Riber Ahmed also stated: "The foundation of Kirkuk administration was formed on the basis of a deal and we reject all the consequences of this deal."
Referring to the position of his party, he said: "We do not participate in any meeting of the Kirkuk Provincial Council, but we believe that Turkmens should play a role in all institutions."
He added: "No political movement can impose decisions on the people of Kirkuk from outside the city."
The Minister of Interior once again emphasized: "It is not possible to solve the Kirkuk issue with dubious agreements, and we will continue our position until legitimacy returns to the people of Kirkuk."
In the end, he said: "In many cases, the majority of the provincial council was at our disposal, but we did not use it, while the other party obtained a majority only once and formed an illegal majority in Rashid Hotel." We still stick to our position."

The change of the governor of Kirkuk is done within the framework of political agreements that were signed by the Turkmen representatives and a part of the Arab representatives of the provincial council on August 10, 2024 at the Rashid Hotel in Baghdad without the presence of the Kurdistan Democratic Party and led to the formation of the local government.
According to this agreement, the post of governor is divided between Kurds, Arabs, and Turkmens in a rotating manner, and according to this process and current developments, the time has come for Ribwar Taha to step down from the position of governor.
If this agreement is implemented, it is possible that this position will be assigned to the Turkmens for the first time in the structure after 2003; an issue that has led to the aggravation of political differences in Kirkuk.
